Developed by the Brussels-based consultancy KEA European Affairs, the insightful evaluation applies a theory-of-change framework and mixed methods to capture both short-term results and emerging longer-term effects. 

The findings highlight where cultural initiatives most effectively strengthen social resilience, as well as key challenges and recommendations for future programme cycles. It highlights how culture can be a powerful tool for creating more resilient, thriving communities in the Baltic Sea Region.
